THE unemployment rate in Penang may be hovering around 2.9%, but a high percentage of it is believed to be ‘floating labour force’, said Deputy Chief Minister II Dr P. Ramasamy.
He said that almost 2.5% could be considered as ‘floating labour force’, as some of them moved between jobs and at some point in time, had employment.
