THE Royal Commission of Inquiry (RCI) on Immigrants in Sabah said the so-called “Project IC” to grant identity cards (ICs) to immigrants more likely than not existed, but attributed to Sabah’s National Registration Department (NRD) officers. This is most worrisome.

The immediate question that comes to mind is that are these syndicate more powerful than the state or Federal governments that they could get away with it without so much as a slap on the wrist by the relevant authorities?
